What can I build a model city with when I need to use fire/flammable substance?

I tried to think of styrofoam, but basically, I need to build a very small scale model of New York city, then blow it up with firecrackers. I also need to add lots of fire to this. I’ll layer the model with water and fire-retardant initially, but the problem here is that gasoline melts styrofoam.

Either balsa wood or cardboard and paint them.

cardboard may collapse if it gets too wet.
